Your action research topic seems to be true in many schools. I think getting to the bottom of the problem is key and then trying to find solutions, as you are trying to do. I know that many times the students that do have computers in their homes, the parents aren't aware of its full potential. I know it is very hard for teachers to implement technology in the class for lack of know how or unwillingness.
